To answer your question, the metro stop at the RV Park will get you on a train that crosses directly over the river. As I recall, you get off two or three stops down, leaving you a few blocks' walk to the Arch. Very convenient. I don't recall that there is a pedestrian walk across the bridge, but we didn't look for one, either.
I have stayed at the St.Louis RV Park and wouldn't recommend it. As others have said, you can get on the Metro right at the Casino parking lot. Can't get much closer than that. It's closer to the Arch than the St. Louis RV Park, actually. Casino is very safe, and I've got on the Metro there many, many times. That's where most IL folks park when going to Busch Stadium. The Casino is very safe, but go straight there off the interstate. You don't want to dally around in that area. Looks a little "shady" for the short span from interstate to Casino.
If you stay at the Casino, you'll be treated to a wonderful skyline night view of the city lights and the Arch. I second the City Museum. It's a must-do while in STL.
