Cord with Plug or 110 receptacle ?
On my 03 journey there is a short cord with a plug on it that plugs into a 110 receptacle that's somewhat hidden on the side of the control box . it's the switched power ( inside on the one place panel) for the engine block heater. You of course can repurpose that 110 receptacle by unplugging the heater cord.

I use 4' bungie cords to hold my tire covers in place. Loop over the tire, hook in front toward the bottom and done.

welli turn on the engin heater and that is what the plug is for and for useing rope to hold my tire covers on is a easy and cheap idea that way i dont have to crawl under the motor home getting to old for that

approx. 5 ft of nylon cord about 3/32's to 1/4 thick. go over the top and tie it in the middle of the tire, keeps mine on all winter nylon
or any soft cord.

For the tire cover. How about a velcro strip?

This is our 7th and last Motorhome and I have used tire covers for the last 4 units but have never put cords on them. One time in Florida, one came off.

I suspect your 110 receptacle is for the engine block heater. There should also be a switch inside the coach that applies power to that receptacle.

I have the plug also in the electrical cord compartment, but the auto switch that transfers power depending on the source (I forget the official name of it) is plugged into that outlet.

The 110v plug is for whatever you want to plug into it. I use it to plug an incandescent light bulb in during the rare times we are under a hard freeze warning down here as I never winterize.

The idea about it being an inverter feed is a possibility but unlikely unless an owner wired it that way. I'm thinking of running an extension cord from our battery bank back to the power bay and tying a cheap little 800w inverter I have had forever. That way, I could run the fridge on electric while driving and kids can plug their chargers in anywhere when underway.

Re: Tires, Inventors have designed a wonder tool for RVers, it has dozens of uses, but is marketed for only one of them (Major failing on the marketing department) it's called an AWNING HOOK, a long metal rod with a bend at the end.. Use it to reach around behind the tire and "Snag" the cord. (or between duals).

Re: The outlet: I can think of 3 things...

Accessory (Tool) power for an air compressor or other tool you may need.

Inverter outlet (Used to power the rig off batteries, Several issues with this, like do not forget to disable converter, water, heater, 120 volt side of fridge and air conditioner if running on battery power,

Generator outlet for a poor man's transfer switch,,, (Where you switch by physically transferring the plug from the park pedestal to the outlet in teh power bay).

By the way.. I only use wheel covers if parked for extended (Month or more) time or if holiday parking (IE: I'll use them come July,, For one thing that will be a month's parking and the other is I'll project a patroitic slide on to them with my Mr. Christmas projectors for Independence day).
