I don't havexa Bounder either but thrre are 4 positions. Normal for using pump, tank for filling tank, city for hose hookup, winterize for putting in the yucky stuff. Unless I am filling the tank I leave it on city. Both the hose hookup and pump work. Check the position of the valve.
