As others have said the output should be 13.6V DC. If it isn't then it is dead.
Having the same vintage converter/charger as yours I just gave up on it and installed a US Made, newer 3 stage charger/converter.
Like THIS ONE it is a direct, plug and play unit. And you can keep it plugged in 27/7 without boiling those new batteries, that is what I do and have no problem at all.
It is cheaper on E BAY Plus Free Shipping.
It is the same one as Best Converter sells and has the same Factory Warranty included in the box.
