If there is no output from the gen....or very low....there is a good chance that something inside is shorted and might start a fire VERY quickly.
That's what circuit breakers are for and not unlike any other electrical system, I mean what's your shore power supposed to do about anticipating all this, either with your coach or in your home, as well....
The output circuit breaker would not stop the current in an internal generator short, just as your house circuit breakers won't stop a short circuit in the power lines outside the house (or the RV breakers won't do anything to break a short circuit in the shore power cord).
