RV Changes Gears to Quickly and won't stay in Power Band

I have a 1997 Winnebago Grand Tour Vectra, Modle: WKM35WQ with a 3126 Caterpillar Engine at 250 HP and somewhere between 12-13 MPG. I'm having a problem when going uphill, my gears on my RV will go to high and won't stay in my power band. I have to manually switch it down to third or fourth gear and once I do that it works GREAT! But when it switches it does not switch good at all sometimes it's in 5Th gear on a 12Mile grade and it won't go above 30 with a 75 MPH top speed. When I switch the gears down manually I can go like 50 MPH on a hill so I know something is wrong I just don't know. And CAT stopped putting this engine in RV's because they didn't work good so now you can't find any help on the engine. So to Summerize My engine won't switch gears correctly it will switch to the 5th or 6th gear and I can't go up hills at 30 MPH and I have to manually switch my gears to the 3rd or 4th to get back in my power band and get the most speed. If I don't I only 20-30 MPH sometimes on a TINY hill. I'm also towing a 2007 Jeep Wrangler 4 Door X Unlimited with a BlueOx towing package.

Any help would be great.

I have replaced Fuel Filter Air filter and Fuel water separator.

Has the transmission ever been serviced? How many miles ago? Have the fuel filters ever been changed? How many miles ago? If you are losing that much speed on a hill you might need to change the fuel filters.
Call the Cat shop, get your check book ready.

13MPG? never heard that one before.As far as not shifting down it can be reprogramed by a Allison dealer ,in the mean time with 250 HP pulling a toad going up a 12 mile grade iam surprized you can go 50MPH never mind 75(lol)
Being as U realize it wont shift down at the appropriate time then do as many other do.Simply watch speeed and rpm and just at the time it falls out of the power band in that gear then shift down manually
BUT if you want it to shift automatically at peak power bands to keep speed up as much as possible take it like said and get it programed
BUT !! your pretty heavy loaded towing a fairly heavy TOAD and with only 250HP I think your expectations are way way over what this unit is capable of

Have you checked the transmission for diagnostic codes? Done from the drivers seat with the shift pad.

And, as already asked what RPM when it won't downshift automatically that you feel it should?

At what rpms is your power band?

Have you tried disconnecting power which allows your TCM(transmission control module) to reboot. If that doesn't do it, your TCM can be recalibrated to shift according to your needs when you are towing.
