Usually they can get the secondary VIN that is stamped on top of the steel chassis frame near the front. Maybe there is just so much debris left on top of the chassis that they just can't get to it now.
Fiend of mine in Smithville saw the rig on a truck or trailer being hauled away and said there wasn't much left to it.
