OK, one more time. The front 2 seats in your MH are in a "VEHICLE" so all applicable state laws regarding seat belt use apply, kids and/or adults while using those seats. Behind that is a house. If you don't have to wear a seat belt at your dining room table at your stix and bricks house, none is required by law. There are no Federal Motor Vehicle Safety Standards that apply to that part of a MH, so no law can be enforced requiring belts back there. The question then becomes "Should I Require It In My MH?" And that's the only point. Some manufacturers put belts in and do a fair job, but others put them in and I wouldn't tie a Chihuahua Dog to them. Do a search and you'll find a great number of comments on this subject. The choice is yours, there just isn't any LAW that applies. (I was a Safety Engineer for as long as they were certified and set up and trained the cops, EMS and others in Child Passenger Safety programs)
