Like Calvin and others have said, this is not rocket science. Any heavy construction outfit has experience with hydraulic systems, and would be a snap. Yes the OP should be frustrated with not getting it repaired. I don't know what recourse he may have, but maybe the state attorney general for the state this is taking place in could help.
Carrying wood blocks for leveling gets old fast. Ask the ones that are currently doing it, how handy and FUN it is, not to mention having some place to carry them. When we were looking at MHs, the things that it had to have were: an onboard generator with remote start, auto leveling system, dual Paine windows, and at least a living room slide. We carried blocks when we had a TT and a pickup.
