water works panel

I purchased a 2006 leprechaun 318DS with the waterworks water panel. I tried to fill the fresh water tank by hooking up the hose to the city water and turning the valves the way it showed but the tank did not fill so I turned on the water pump and then it filled. Is that normal? I would have thought the water pressure would fill it, not pump pressure
