Is my Wilson Sleek broken or do i not know how to use it?

This is the one I got used on craigslist. I drove out to flat farmland, 15 minutes from town. Two bars, no/intermittent data, and 103db without the sleek. Plugged in the sleek and put the antenna...

Hmm...
It does 800/1900mhz and my phone is an Avant on tmobile. Did I google that wrong?

It does seem like it is doing stuff and my phone is ignoring it.
