I'm beginning to think the same thing.
I have gotten more competent help during the day rather than evenings. This time was no exception. They kept asking me for my phone number (the one they've had on file for 10 years) so they can use it to sell me stuff. One chat guy said he couldn't change my locals because the address wasn't "registered"... whatever that means. Then he said he'd have to transfer me to a moving specialist (that's a first), who also didn't do what I wanted. Then when the chat was ending with no results, they assured me it would be fixed and gave me this long case number.. none of which means a thing.
I don't know, either they're just incompetent or are trying to discourage RVers from doing this. It's not like I'm abusing their service by asking for it once a week.
Should I ever need this again I will call during a weekday business hours.
