The top step can be kept in beneath the trailer allowing only 3 steps to be in use or you can pull the steps out fully allowing all 4 steps to be used. Either way the legs extend from the bottom step to contact the ground and support the steps
Ahh, I see what you mean. Spacing on my trailer is such that I can't use that top one without an unusual height for the first "step" on our front door. The rear door is better and we've used it for that a time or two... in fact, I could use that where I'm at right now.
