Suggestion on US entry waiver for my brother

Hi,

We are planning a family road trip from Ontario to Ohio in the summer. There happened to be a problem. My brother served a month for road rash and drunk driving, 2 years back. I read online that one needs a US entry waiver if you were convicted.

Has anyone traveled after getting a waiver? How long is the process? I read that it is dependable? Please share your suggestions to apply for the waiver.
