Here in Montana, the VIN Inspection Form MUST be signed by a law enforcement officer. Since the City Police have no jurisdiction outside the City Limits, that means it has to be either a Highway Patrol Officer or a Deputy Sheriff.
I usually go to the Court House DMV office to get the form, and have it all filled out so all the officer has to do is sign it after he inspects the VIN.
I usually just call City/County Dispatch, and they send whoever is closest to do the job for me.
