Why do I have sway with a WD hitch and sway kit?

I don't understand. I'm starting to think I don't have my tire pressures right (tandem setup) My base tongue weight is 219 and I know to load a trailer with more weight toward the fron (the old 60/40 thing). It still swings back and forth too much and heaven help me when a semi passes by - a full 10 on the sphincter scale. It could also be my tow vehicle, a 2004 Jeep Grand Cherokee with 4.0L pulling a trailer with a 3500lb dry weight. May be just too much trailer for the vehicle. But I still get what I think is too much sway with it even though I have a WD hitch and the 4-point sway control setup.

So I'm looking at the tire pressures on my trailer. How would you set your pressures on a tandem axle setup?
