Resistive loads (such as heaters) don't care except for the fact they won't put out as much heat. Anything with a motor (such as the AC) could overheat and damage the motor. Electronic appliances (such as a microwave or TV)-- it depends. I suspect they are more sensitive to the noise on the waveform than to a slightly low voltage level.
I might also suspect the meter that you are using. It probably is not a true RMS meter.
