I see no reason to enclose the top, except to protect the unit from the elements. Sound going out of the top should not be a problem, unless it is placed under something that can reflect the noise.
I think your idea is worth further study and will try some measurements on this end to see what the results are. Right now I strongly suspect the metal gas tank acts as a transducer for the mechanical noise generated by the engine.
It also just occurred to me that I might take my "mechanics stethoscope" and probe around the entire assembly. It is great for pinpointing bad bearings and engine ticks and should help in isolating noise points on these generators.
