I have a few ideas on how to simply and inexpensively build an overvoltage shut down circuit. One "old technology" method is to use a small transformer to step down the 120 AC output to around 12 volts and isolate the power source, rectify it to DC, couple it to a voltage divider tied to the base of a NPN transistor so a rising output will turn on a NPN transistor. When the transistor turns on it will pull in a small reed relay that will ground the low oil shutdown line. Not too fancy, but effective. All the parts should be on the shelf at Radio Shack. I'll build one and post the schematic/parts list sometime in the next few weeks (it is all about time).

If you want an "off the shelf" method for this, check out the Magnecraft Voltage Measuring Relay 831VS-120A

I might put one on my 46540, and as you said, have it act like the the low oil switch, or even better, just have it open the power circuit using a power relay (magnecraft makes a nice 30A 120V power relay too).
