Why do you need a latching switch?
Just use a SPST toggle switch at the control position that turns the relay coil on, or off.
And don’t worry about 12V power to the coil being interrupted. If the 12V fails, then you got a short, or open that you need to worry about before you worry about running anything.
We ain’t building a multibillion dollar power control room to the NASA control center that has to stay in it’s last operating mode if control is severed!
