They must do this as a way to pre-order a bunch in from China, if they have several hundred already bought and paid for, it probably pays for the container to get em over here.
They are being shipped from CPE directly to customers that order from Costco. Generators are in the CPE warehouse and are being shipped daily as fast as they can process orders.
