Yes, voltage is often different between L1 and L2. We are in a park right now where there is a 5-7 VAC difference.

Basically, they have likely run more of the 30 amp sites on one leg than the other.

So, we use the A/C powered by the "stronger" leg.

You could select the best by placing a large load on each (one at a time) and measuring voltage drop. I use a 1500 watt heater, with a polarity checker, and a kill-a-watt meter.

years back I wanted to be able to choose the side of the 50 amp outlet had the best current and took my continuity tester to the RV dealers and tested their pigtails. IIRC all of them were wired the same so I ended up building my own adapter with a 50 amp plug and two 30 amp pigtails each to a side of the plug and could select the best one.
