Don't think Dodge changed the bed rail heights from 99 to 04. If that is the case, it will clear without the bed mat. However that said, I would still add a bed mount. There are a few spots on the bottom of the camper that could eat into the bed mat. With my 2015 had to add a 3/4" spacer and there are a few places where the wood had gotten chewed up from a piece of sheet metal and corner trim. They aren't that expensive and worth the protection. I leave mine in all the time and it helps protect the bed a little more for my other daily task to boot.
