Ram/Cummins air filters not all the same

A lot of us with 5.9's use the taller filter that's designed for the later, 6.7L. It breaths better and lasts longer because of its larger pleats (3" vs 2")
I have a bit of extra power and the larger filter didn't pull down like the old 2" stock one, or at least it didn't at first. During the last few years I have found that even the bigger filter pulls down to 60% to 90%. I finally figured out why..
It seems the OEM Fleetguard filter (which costs about $8 more than others) has a lot more filter area than the Napa/Wix part I've been using.
With the FLeatguard, the filterminder doesn't even budge.

So Fleetguard is bigger in every direction.
