I've been on both Hwy 1 and 116 but not towing. Hwy 1 is very pretty, but there are several very tight turns on a cliffside. They can be extremely intimidating, especially if you have someone approaching from the opposite direction.
Hwy 116 is curvy, but not as tight. And you're not looking down a cliffside at the ocean.
