Taking I-95 through/around Baltimore, Washington and Richmond takes you out of your way if you are going to Virginia Beach. If you want to save on some NJ turnpike tolls, jump over to I-295 near Trenton. Both the Turnpike and I-295 take you to the Delaware Memorial Bridge. There is a toll West bound. There is no toll on I-95 between NJ and PA, but I-95 goes through Philadelphia which can have a lot of traffic depending on the time of day. We prefer US-113 to US-13 going South in Delaware and Maryland.
If you take the Ferry, when you get off, take US-9 to DE-1 South, to DE-24 West, to US-113 South, to US-13 across the Chesapeake Bay Bridge tunnel to Virginia Beach.
