From the north side of the Olympic peninsula, you could take the ferry to Whidbey Island, and head straight east on WA20 through the North Cascades NP. That misses Mt Rainier, but also misses the big city traffic.
It's hard to get both Rainier and N Cascades without passing through the Seattle/Tacoma metro area.
While WA20 through N Cascades is one of the most scenic ways across the Washington Cascades, WA410 pass Mt Rainier is a close second.
