It looks like there is a public transport station in Eureka for the Metro. I've never ridden that and do not know much about it, but I bet you could call the KOA to find out if it is close and what the logistics would be.
If you drove the RV downtown, it is very easy to get on and off the interstate with the RV. Now, parking in downtown St. Louis might be a different issue. You will find street parking with meters and paid parking lots downtown, so you may have to drive around to find a spot that will work. You might call the Arch to see if they have a recommendation. They are working on the Arch grounds right now, so I'm not sure what has been affected in the area.
