Actually, 911 isn't for reporting routine crimes. 911 is for emergency reporting. Cutting firewood is not an emergency. If everyone used 911 as you suggest 911 would be more plugged up than it already is. While you're reporting your 'tree cutters' those with real emergencies such as needing fire or ambulance are stacked up waiting for you to report your major incident. It's for immediate response situations. Someone cutting firewood hardly requires immediate response and is extremely minor in the scope of things.
Obviously you've never been in a 911 center or working with 911 boards. Go to 911.gov which is the govt site explaining 911 use.
