Actually, 911 isn't for reporting routine crimes. 911 is for emergency reporting.
Exactly. I have a friend who's a 911 dispatcher in a small town not far from here. One of her biggest frustrations is people who call for issues that do not require immediate response. And she has run into situations when she's been on the line with someone reporting trivial stuff (and tree cutting, however wrong, is trivial) when another call has come in for a real emergency. A few seconds may mean the difference between life and death when someone is in peril.
