When growing up, my son used to remind me that I wasn't the 'policeman of the world' (I was a science type). When I saw someone doing something wrong, I just felt like I had to take advantage of a 'teachable' moment. I really, really, really try to avoid doing that now. People seem to be a litlle less open to 'suggestions' these days. What I will do is inform the proper authorities UPON MY DEPARTURE. I'm not going to provide them with any kind of pictorial evidence, etc., for a number of reasons. First & foremost people working around the public know there exists a percentage of people who totally disregard the rules, so those enforcing the rules need to be doing their job. From my experience, therein lies the problem.
