If you power your fans from a small 12V solar panel they will start spinning when the sun comes up. I do it this way to drive 3 120mm fans. Link to Renogy 10W, 12V panel that ties nicely to the vent shroud: http://amzn.to/29Eadwg
Also, from your pix it appears that you could easily slide into the shaft from above several cut to size panels of 1" foam board to add several inches of insulation to the outside wall. You'll be reducing sun exposure heat and narrowing the passage way help control the air flow.
As to the fan placement above / below comments, I'd like someone to explain why it is better to push instead of pull x cubic feet of air up the passageway.
