That link is to a picture of a Walmart barrier... looks like it has dangling warning thingie-dingies hangin' from it, sorta like the chains you mentioned.. - BumpyroadExplorer

You are SO right, there should be more sensors or the road lowered or a sign stating 'NO TRUCKS'. So many of the vehicles appeared to be rentals. Expensive mistake.
