You will get 50 amps but only on one leg... Still your at the mercy of the 30 amp breaker..
I often plug my 30 amp RV into the 50 amp outlet with the adapter while camping... This gives me more amps and less likely of brown outs during summer...
If the two hots were tied togther I believe you would get dead short... why 50 to 30 is only one leg..
Should be the same with 13-20 to 50... one leg...
50 amp service is not 240v! It is two standard 30 amp hot leads with a common neutral and a mechanical ground. The shore side will have two separate 30 amp breakers leading to the 4 wire cord receptacle. Though you can read 240 across the hot prongs each leg will read 120 from neutral.
