It could very well be your turn signal switch that is the problem. Replaced quite a few police car turn switches because they would set with their food on the brake for long periods of time. All the functions go through the switch, brakes, flashers, and turn signals. The contacts would over heat and melt the housings, resulting in either not contact, or contact all the time.
I would normally agree with you on the switch and that was my first thought as well. But what kind of sets this apart for me that the turn signals and brake lights all work normally. Now after reading the post above about the sharp edge under the dash, I'm inclined to think that's the real cause of the problem.
