X2 and I'm even guessing that that the breaker is tripped, while appearing to be on and the handle loose to the touch.
As for the question of what can go wrong, the answer is anything and have seen industrial CB's with the contacts welded shut and even though the handle was in the off position. Ask me how I know and the one time, I was too lazy to use my meter.
Back to basics though and as said, one needs to first determine if power is present in the first place.
