From the picture, it appears your jack system is made by Power Gear. I have Power Gear jacks on my 2000 HR. Mine has a vertical tank, but not exactly like the picture, but with a float switch generally in the same position.
If the unit is slightly low on fluid, it will perform correctly when not in motion. Retracting jacks will work and turn off the "jacks down" light. When in motion, however, that slightly low fluid will trigger the "jacks down" light and alarm. Power gear senses "jacks up" by the position of the float switch.
Add a little fluid and I'll bet your problem goes away.
PS...I've never seen a tank like that without a fill plug. Mine has a float switch and a separate fill plug. I looked at the Power Gear troubleshooting guide and it has a picture of vertical tanks 2003 and up and that picture has a float switch and a fill plug. I could find nothing in the troubleshooting guide with a tank like your picture.
