The OP's 04 ISC has the same fuel system as my 04 ISL and Cummin says to put the filters on dry and cycle the lift pump several times... I've never had a problem in 12 years cycling it three times and starting. Is prefilling with clean fuel going to hurt anything, NO, but why when it's not needed nor recommended for many Cummin engines plus you would still need to cycle the lift pump.
IF he had a Cat engine without a hand priming pump then I'd recommend that he only change it with a prefilled filter. I'd also suggest he park it nose up on the steepest slope he could find with a full fuel tank in the hopes he can get the old filter off and new on quick enough that only a small amount of air gets in. Otherwise he's going to test the durability of his batteries and starter... even having to crack the lines at the injectors to get the air out.
Not sure how airplane fuel filters relate to a DP and of the dozen airplanes I'm very familiar with, non have fuel filters but all have fuel strainers with a water drain that you clean and reuse.
