First be sure that your house battery disconnect switch is not in the OFF position.
After that you need a multi-meter to check, for instance, to see if you are getting 110 V AC at the input of the converter/charger. If yes, and there is no 12 V output, then the converter or a fuse in/on it has blown or the converter has gone bad.
