I would not base any decision on what ANY dealer said....ever!
For you info, Navistar has recently sold Monaco (and its siblings) to another company....actually, the one that currently owns Fleetwood.
I drove a 2011 Newmar Ventana 43 footer with the Comfort drive (it also had the tag axle) and was very much impressed with the ease of driveability and its smooth/quiet ride. The Dutch Star is the next step higher in the Newmar hierarchy and should be a very good mh.
My current MH is a Monaco product and even tho it is an entry level dp, it has been a very good mh with no major problems and only a couple of minor ones. As for Navistar Monaco products, I've heard only good things about them. I haven't had the opportunity to drive a 10-bag tag axle Monaco, but I bet it would be just as nice as the Ventana I drove.
If you have the $$, I would definitely go with the newer unit.
