I got a section of the same size hose that goes to the fuel pump, and had it suck out of a mixture of SeaFoam and gasoline.....ran the primer pump to push it through the system, and eventually, the engine started.
There are generally 3 things needed for an engine to start....(either gas or diesel)...Heat (spark in a gas engine, compression in a diesel), Air (check the air filter), and fuel (you said you checked the fuel flow to the carb.
So, it could be an air issue (and check the air coming out the exhaust, to make sure that you don't have mud-daubbers plugging that up:()....but my guess will be that the fuel that is supposed to be getting into the cylinder for ignition isn't doing it correctly.
Techs that I have talked with, say it's better to just buy a replacement carb for those Onans, than to try and rebuild one.....but you can sure try flushing it with something like SeaFoam.
Question: Did you see the generator run before you bought the RV? Wasn't that part of the walk-around? Or was this an "as is", and the non-functioning Generator gave you a bit of a discount on the purchase price?
