Shedding Power

I have a 36 Fleetwood 30 amp service with power management system and two ac units. If the ac is running normal and the compressor is cycling because it's reached the desired temperature and not being shut off by the power management system will the light toggle between green and red? I thought it only toggled when the power management was not allowing to compressor to come on but my brother-in-law thinks it's normal when it's cycling.

Anybody know for sure on this one??? I've got a 12 pack riding on it!!
