OP - how about this

Yes the law says move over or slow down. As a former truck driver , it's safe to move over when you ( the person in the left lane ) can react and slow down. Not when it won't incovenience the driver behind to have to apply some brake. I pulled over as soon as possible to let those behind see and move over also. It was in my TRAINING to do just that . I can't tell you the number of 4 wheelers that when I pulled over ( only 5 or 10 miles slower than they were going and well in front zip to the right and fly by the cop on the side of the road! I also have cop relatives who tell story's, luckily they still can of close calls on road stops. The story goes both ways ! :-)

Probably blocking jerks that speed ahead when they see signs reading "Form a Single Lane" pointing to either right lane or left lane while most of the traffic has already formed a single lane. :R

I remember when they started this.
I think the number of accidents has grown based on observation. Motorists and Truckers slow down not by 20mph but to a crawl and the next lanes also. Lot of backups, for miles, and come around a curve ans all of a sudden blocked roads.
Doesn't matter if is a fender bender, with everybody on th shoulder, a Trooper stopped to help a breakdown, or search a vehicle or write a ticket.

Yes. And then the folks behind you can plow into you at 70 MPH 'cause the didn't see what was going on as they were texting their friends.

If you cannot move over aren't you suppose to reduce your speed by 20 mph? Is this correct?

You must have seen the new signs. I can't remember where we were but those were the exact words on the signage. When Safe had been added but will still likely have no effect on how badly drivers drive.
