Call a Detroit Diesel dealer like a Freightliner dealership. You can buy just the impellers seperately from Garrett. I have a T40B on my 7.3 International in my 97 F350 with a high output impeller I bought aftermarket. You might try Riff-Raff diesel too. Where I bought mine. Riff-Raff Diesel has a lot of Garrett stuff available.
Does the turbo have any end play or radial play? A little end play is ok but no radial play (sign the bearings are shot.) Something got in there that should not have been in there...lol
The clip missing on the actuator rod is the wastegate. It takes a 'E' clip. You can get one at the hardware store. Take the assembly with you and match the shaft diameter to the clip.
Glad I told you to look at the turbo.... Better to deal with t now than on the side of the road somewhere.
Don't forget to buy new silicone hoses for the pressure side of the turbo, he one from the turbo to the intercooler pipe and the intercooler pipe to the ATA unit and from the ATA unit back to the intake pipe and intake pipe to the intake manifold.
One thing I never liked about DDEC engines and that is they dirty the lube oil real quick and if you pulled the valve cover you'd be shocked at how dirty the overhead would be. 4 stroke Detroit's are dirty motors. Good thing about them is you can roll in a new set of cam bearings in about 20 minutes, actually, all you do is flip the halves over, top to bottom and bottom to top.
