I'm not familiar with the turbos on our diesels. On a hot rod or other engine i would say the pop off valve is stuck part open or the spring is broken that hold it shut or has lost tone due to heat. You get a normal boost at cruise. Under extra load the valve opens right aabove where it has been operating.
