Our Dutch Star acted a lot like what you describe last winter when we tried to leave for Florida, although I don't have a boost gauge to say exactly. Our problem was a failing fuel transfer pump. Replaced and problem solved.
It showed up as a fuel delivery code when on the Cummins computer program, with several causes that we had to eliminate one by one starting with the fuel filter, obviously.
