No.
It slushes up near 25F, and start to freeze pretty hard by 0F.
However it does not EXPAND until -50F - so even frozen it will not damage plumbing. - EffyExplorer IIAs others have stated, please do not use windshield washer fluid. For just a little more use the product that's designed for this - RV antifreeze. it's non poisonous, and eco and septic friendly.

Some windshield washer solutions say 32 degrees, others go down to -32degrees. For a buck or two more a gallon, and for what little you will need, I would stick with the RV plumbing antifreeze, good to -50 before it slushes up.

Yes, you can use windsheild washer antifreeze in the toilet--but it is more environmentally friendly to use plumbing antifreeze.
If the tanks are heated--then you don't need to use anything. - wildtoadExplorer IIYou should probably use RV Antifreeze. Pour some into the tank after you empty them to assure the liquid gets to the drain valve full strength. Others may have input on how much to use.
