What is a "Qualified Motor Vehicle" under IFTA?
A vehicle used or designed to transport people or property is a qualified motor vehicle if it:

Has three or more axles; or
Has two axles and a gross vehicle or registered gross vehicle weight of more than 26,000 pounds or 11,797 kilograms; or
Is used in a combination that has a combined or registered gross vehicle weight of more than 26,000 pounds or 11,797 kilograms.
A recreational vehicle such as a motor home or a pickup with a camper is not considered a qualified motor vehicle when an individual uses it exclusively for personal pleasure. Vehicles used in connection with a business operation are not considered recreational.

The thing is... this has nothing to do with IFTA regulations.

You do not want to get involved with IFTA. One would have to record your mileage in every state. A nightmare. Regardless it does not apply to RV's. You still have to pay fuel tax but only for the amount of fuel you use in each state.

Who should do the clarification? The best people to clarify are the people who wrote the law. You are going to say that they may be all dead or out of office but that is exactly why the clarification should be in writing which means an amendment to the law which means the legislature should clarify in writing. No exceptions were noted in the law. Obviously they considered the law all inclusive so totorhomes should fall in one or other category. I guess there should be something in the law about totorhomes. I agree that the law need to be more specific. I guess we agree again... the law needs rewritten.

I don't think the law needs to be changed. It just needs clarification to the agencies enforcing it and that clarification should be made public. The law as it's written, based on the legal definition of the vehicles that are covered, doesn't not cover privately owned motorhomes with a couple of possible exceptions. And those exceptions may or may not be the Toterhomes. That needs clarification as of the four categories of vehicles that are listed in the statute, those are the only type that may fall under the definition of "Truck" and they only fall under the definition of "truck" if they are designed as used to haul cargo.

I think we can say this until we're blue in the face an nobody is getting it. A motorhome doesn't fit the definition of any of those which is why motorhomes aren't excluded, because they never were included. All we have so far is an example of a person in a semi-conversion getting a ticket. And from what I've read on that I guess people don't even know if it was a private motorhome or something he was using for commercial purposes like hauling racecars I think was mentioned.

To understand the regulations you must pay close attention to the comma placement and what is being communicated. The comma placements are key to understanding this sentence.
