Florida, South Dakota, Texas and (well I forgot what the fourth one was) are states that are best for a number of reasons to declare domicile in. Considerations are Health insurance, drivers license, and income tax among others.

When I was on active duty, I had an Arkansas drivers license, a car with Georgia plates, and insurance purchased in Missouri. But this was quite common around military installations.
