Get angry with my opinion if you like, but I see it as this. If you're annoyed your camping neighbor's dog barks while the owner is off doing something, deal with it. Leave your own campsite for a while and do something yourselves, go down to the river or the lake or whatever, maybe over to the day-use picnic area. Barking dogs, screaming kids, drunken rednecks, loud diesels, loud motorcycles and the hard of hearing screaming into cell-phones, they're all annoyances that happen in communal places.
It's easy to blame a dog owner, to look down your nose and say bringing your dog is a privilege etc etc, but it's not often that simple. If other people annoy you while camping in a communal location, then it's your responsibility to go somewhere else so you're not annoyed. Get a different site in the CG, so you can be next to the guy who likes to rev his hog every few hours, or maybe next to the site with the diesel truck that idles all day long with all the noise and emissions controls removed, so it sounds like a military vehicle.
Leave your dogs at home, leave your hogs at home, leave your cellphone at home, leave the beer/booze at home, leave the kids at home, leave the monster diesel at home, it'll be an empty campground.
That's a unique take on it.......
Not the dog owners responsibility/fault it's the neighbors problem and they are responsible for 'dealing' with it.
Yes it is a communal setting and because it is, aALL parties involved in that communal setting need to be aware of how their actions impact others.........and to be more considerate so as to minimize the impact so ALL can enjoy.
It's called being a good neighbor.
